Citrus County Sheriff's Office deputies arrested Joi-Marie Richheimer, 45, of 8465 W. Gen Chennault Lane.

Animal Control Officers (ACO's) seized three dogs this past Sunday evening, two of which were in "very, very horrific condition," the Sheriff's Office said. A 9-pound Shih Tzu was found in the road wandering around the neighborhood. A good Samaritan held the dog to keep it safe, and waited for ACO's to arrive.
